JESSE PHILLIPS is a technologist, civic advocate, and former Vice Chairman of the Republican Party of Florida. He is the co-founder of the Winter Springs Community Association and the founder of the Winter Springs Water Quality Initiative, where he has worked to expose institutional failure and restore accountability in local government. He lives in Winter Springs, Florida with his wife and children.
